Tricky deck ledger flashing at (E) siding

Hey there, working on a deck rebuild…
There was existing Zee flashing which I cut back to an L shape as the photos show (where the vertical leg of the L is attached under the existing siding).
I’d like to come in with new zee flashing under this existing flashing layer… I’m not sure how to fasten the new flashing to the house. To complicate matters, the house has settled quite a bit and the existing flashing is visibly uneven, which makes me tempted to cut it back even further so that I have an easier time of picking a consistent plane for my new flashing.
So a few questions buried in there:

What’s the correct approach for joining with existing flashing in this case?

How to fasten the new flashing to the house (presumably under siding/trim?)
-
Any advice on dealing with out-of-levelness across the 40’+/- width of the deck?

I would personally be inclined to remove the bottom course of siding and the trim under the door to expose the flashing, assuming it only extends the one course, and rework the whole ledger flashing from scratch to integrate with the WRB. Replace the kick flashing after the decking is done and bring the siding to a proper distance from the surface.
Other than that it's hard to understand what's going on in the pictures. What and why is that ledge? is the blocking in the floor system of the house?
