I need some advice on a good mini-cad software program. A 1996 “Fine Homebuilding” edition reviewed several programs out at that time. Has anyone tried any really good, affordable, easy-to-learn cad-type system that they could recommend (or not)? I am ready to design a new house and would like to put my pencil to rest.

It would be great if this book didn’t need to exist, but it's definitely a must-have. It's a one-size-fits-all code book that's easy to understand and will help you sail through your inspections.
8067 All-Weather Flashing Tape
Available in 2- to 12-in. widths, this is a good general-purpose flashing tape that sticks well to most things. It features a two-piece release paper, water-shedding layers, and good UV resistance.
Respirator Mask
A full-face respirator prevents fog up and is more comfortable than constantly replacing particle makes that get fouled or sweaty and is ideal for the pro installer.

That article was good, but is way out of date.I bought Turbocad based on it; they reviewed v4, I bought v5 (a dud), and it is now at v6.5 and waiting for v7. I'm sure the rest of the programs have undergone a similar evolution.
Try searching the archives; there are people here who use pretty much every program on the market, and this topic has been discussed a LOT. Come back and ask if you have further questions.
*SonnyI started out with 3D home Architect deluxe by Broderbund. It's a good program at a reasonable price somewhere about 39.95. Since then, I've moved on to the professional version called Chief Architect at about 800.00. both are easy to use, easy to learn and give outstanding results.Vince
