A lot of the handles and knobs I have had to deal with lately have metric screws. I often need to cut the screw length down. I can find good american sized “shears” for 8/32 screws but anyone know of metric sized “shears” of good quailty?

you thread the bolt into an appropriate hole and shear it off to the right length then run it out .

Thats the type of tool but last year when I was in the uk I tried out some of the "cheap" ones and they sucked big time. more bending than cutting the screws!
