My question is that I’m doing my own siding and taking my time. I have tyvek wrap on my house that will be expossed for some time. Before I side a section can I but a second layer over it or do I have to tear the 1st one off.

Yes, you can put a second layer over the first, without any negative effects (other than cost). Though it's probably best to avoid taping the two layers together in a way that would create pocket where water can collect.

Two layers may end up being a water trap.
I would take the old layer off.

Maybe use TYPAR instead. It gives you 180 day exposure compared to 12O for TYVEK.
