Has anyone used Ultra touch insulation? any feedback on it?
Does ultra touch insulation require a vapor barrier to be installed since there is no kraft paper on it?
If not required, is it recommended?

Where are you? Cold climate or hot? Humid area or dry? What kind of house frame and siding? What's the inside wall covering?
The building inspector might require a vapor barrier whether or not its needed, but the necessity of a vapor barrier depends on your climatic conditions and the other materials in your walls.

The location is central jersey, climate is hot and humid in the summer and mild wintersstandard stick framing, sheathing, not sure of siding, interior would be sheetrock.Are there any paint/primer that could be considered a vapor barrier as well on top of the drywall?Thanks for the info
With hot and humid summer and mild winter, you don't want an interior vapor barrier.
If necessary to meet code, you could use a vapor retarder primer (Sherwin Williams makes one).
