no not scuba diving and sharpening. but I was thinking, if you are sposed to flood your waterstone when sharpening, then why not keep it submerged under water while you sharpen?

Not really.
You want to build up a slurry or paste on the stone, too much water and that doesnot happen and the stone will wear away too fast.
Don't flood or try it too dry, you want the cream of the abrasive to do the polishing. Should be about like cold butter..sorry it's early and I can't think of a better analogy.
