Please help. I’m really having a difficult time with this one. I am installing a panel moulding as a cap piece to my square (3/4″ by 5″) baseboard, this matches up with my skirt boards on my stairs. I want the cap piece to flow from the skirt to base. This seems easy enough but the angled skirt board meets the level base at a outside corner, so I can’t make the two match up and am wondering if it’s even possible, I keep thinking, Is the surface area of one piece always greater than the other and therefore a matchup is impossible? any advice would be greatly appreciated.

You'll need a level portion of the stair skirting to meet the baseboard corner.

You can only turn one corner at a time without changing profiles..

The way I do this is to turn the skirt board to vertical section near the top of the stair. Then a 90 deg to horizontal that can turn the corner to match the base.
The answers you've got so far are correct -- you can only miter a profile when you have one bend at a time. So in your situation, you NEED to first transition your base cap to horizontal BEFORE bending around the wall.
Sometimes, there's just not enough room to do that. In that case, you can use a transition block as shown in the attached photo. There may be other solutions (like an outside corner block), but here's one for you to consider, at least.
