I build them at 32"
If the vanity is for a master BR I make them at 34-36", otherwise 31-32"

It might be for kids.
If she wants it that tall then I'd make it 34" just let her know that children may have some difficulty.

Here's another thought. Top mounted basin on existing vanity would give higher sink without replacing vanity...probably need a new top though.
