Hoping to improve the efficiency of the row home I live in by insulating and creating an air space between the ceiling of my second floor and roof. The roof has a near flat pitch and currently no entry or exit for airflow. Any suggestions on how to get the right conditions in that space?

*Doesn't matter, hot or cold. Question is - how good is the roof overhead? If it looks good, i would suggest that you have the underside insulated with spray-on foam. This acts as a vapor and water barrier, and at +/- R-7 per inch, can make a huge difference in the heat transer. The downside? You will be a long time learning about any leaks in the roof overhead, which could lead to rot down the line.The other way to go would be to foam over the roof (PUF) with a silicone top coat. I've used it on about 1 million SF of roof, and the system works. It is ugly, though. Either way you are looking at sub-ing it out to a specialty contractor.
