I want to offer a repeated success method with hard to remove vinyl wallpaper (wall underneath was primed in this case):
Vinegar and water (about 1 to 4). “Splat” soaked paper towel (we used good ones) onto wallpaper (cover completely).
Roll more vinegar/h2o mix on to keep soaked for 45 minuts (which is a little overkill).
Easily remove with putty knife.

There is somethign to be said for that.
A couple of weeks ago I had to remove TWO LAYERS. The HO had already tried.
Where I had the best luck was where they had taken off the top layer, but the liner paper was still on.
That help hold the moisture in.
But it still took a scoring, soaking with SW wallpaper remover, and steaming it.
But the UNPRIMED DW was the toughest stuff that I have seem. I got it WET AND WET and I didn't have any tearout.
But I did have to replace a lot of mud. It got so wet that it was coming off easier than the wall paper.
