I have a problem with a electric water heater. It would throw the high limit switch .
I tested both elements and they showed good continuity.I reset the switch and ever
-thing worked fine. Three weeks later the high limit switch went off again. I replaced
the top thermostat and three weeks later the same problem accured.
Any ideas on what to check?

Try turning down the thermostat just a wee bit at a time until it ceases this trick!
PLease report back so we know what's happened.

did you replace the bottom stat? why not? it can fail too! and did you check for shorting?
You didn't say if your water is extremely hot when this happens. If it's not then the high limit is bad. If the water temperature is much higher than what the thermostats are set at then it's the other thermostat that you did not replace and the high limit did it's job. Sometimes when lightning strikes the contacts are welded. If the contacts release they can stick in the on condition caused by the pits in them from the lightning. Larry
