Probably the most comprehensive discussion of welding technology is at the American Welding Society discussion board:

There are actually several discussion groups on the AWS web site, with a couple of them focusing on welding education. You can get to the AWS home page here:
http://www.amweld.org/
There are a number of local chapters of the AWS that have web sites, but I have not seen one that has a particularly active discussion board other than the main AWS board.
While MarkKW does give some good advice on welding at his InsideTheWeb discussion board at:

it is only incidental to the main focus of the discussion board which is a general discussion of various tools, with much of the discussion on mechanics' hand tools.
