deck cost for about 20×20 feet? My sister wants a new one. Her old one wasn’t kinda built right and falling apart now. A guy gave her a qoute for eight grand on it that’s only for bulding a new one and we tear the old one down. Three steps.

There is no way way to even ballpark an estimate for the project you're inquiring about.
First off, your location plays a huge roll.
Secondly....what type of materials are you talking about?
Are you re-using existing footings? Are they adequate?
Far too many variables involved.
8 grand for even the most basic 20 x 20 deck in these parts would be a steal. On the other hand....in your parts, it may be a rip off.
