   There is not difference between them if they are well done.

   The best dollar value is a local thing. Some areas of the country I have worked in, it was cheaper to have a masonry foundation done, while other places it was concrete.

   *Either wall will require a good footing and both require water proofing so as long as these are met it then depends on whose busy and who's not.
