I live in an area where the power is “OK”, but not great. Lightbulbs will flicker (and last an amazingly short time). I’ve been told by neighbors that we have “dirty power” and that we need a whole-house power conditioner.
Any electricians out there want to fill me in? What is this? How much does it typically cost?

An arm. But note that many of the devices advertised as "condiitioners" are just surge protectors or phase correctors.
A true whole house conditioner would be the size of a microwave oven at least and weight about 200 pounds. Would contain a large transformer and a bunch of control equipment.
