My windows have finally arrived but the rough openings are only 1/8 -1/4 inch larger than them. Is there an easy ( yeah sure) way to enlarge the openings so that neopream gaskets will fit? Thanks for the help

no easy way that i can think of- if you want to keep the window evenly spaced, you'll have to remove each jack and replace the jack w/ 3/4 + 1/2 in plywood to give you some extra space on each side.
Will I have to worry about the top and bottom also being so tight
if you framed it correctly, you can take out one of your sills and replace it w/ the same plywood combo (3/4in and 1/2 in). or, just use 3/4 ply on the sill and shim it up using shingles. i'd leave the header alone and make your height adjustments from the sill.
I won't even ask how this happened.
If your framing has cripple studs that sit on the rough sill, then you can do like elli8 says and pop them out and replace with maybe 1" thick material. Rip them thinner on the tablesaw.
You probably need additional height too, so you take the rough sill out and rip that bad boy down too. Hopefully there are two of them so that you're not left with nothing.

Educate me - what kind of window uses a gasket? I've never seen one.
The easiest way to deal with this for some of us would be to call the framer back and have him fix what he goofed up if it was right on the plans
but if you framed it your own self, this is a good learning opportunity. You will never make that mistake again.
Sometimes, you can reshape it with a sawsall in place, but generally, it is easier to take out a jack stud and resize it
