I have double hung windows that are completely clad in vinyl including the sash and jambs. The windows get very hard to operate up and down.
I haven’t tried any oil based lubricants as I didn’t want to discolor the vinyl. The only lubricant I’ve tried so far is a vegetable cooking spray (PAM). It makes the windows work beautifully but only for a short time (several weeks). My only other idea was paraffin wax.
Anyone have a better idea?

Try some silicone spray.

Silicone or teflon spray. Or you can find small tubes of silicone or teflon grease at better hardware stores.
Used sparingly, these should not discolor the plastic and should last longer than PAM.
DO NOT use a petroleum spray such as WD-40 -- it'll attack the plastic.
Try Armor-all. It's safe on vinyl and makes it pretty slick (Don't use it on motorcycle seats). It doesn't last indefinitely, but it's worth trying.
Try snot - works great on doorknobs. =)
I would stay away from vegetable for fear it would " turn".
