A good vapor barrier and install a wooden framework first.

*Ditto Red Dogs comments.Vapor barrier & sleepers.You may want to do a moisture test on the concrete also. (ie tape some poly down and let sit). You'd be amazed how much can come out of concrete that looks dry.
*Used to see sleepers set in asphalt cement troweled over the entire floor in slab on grade homes. Seemed to work well......some of the floors were 25+ years old. Don't know if anyone still uses this technique.The asphalt was the vapor barrier. Repairs/refinishing was needed only due to overflowing washing machines.
