I’m getting ready to start a project that requires wood shakes over solid decking. Does anyone know of a good product for this application? Has anyone ever heard of a mesh underlayment that works as a breather for the shakes?

Welcome to BT, first off.
And, of course, this computer does not have the link I wanted--but there's a breather material for shakes & shingles over solid deck. The material has been out for a while.
Ok, just googled, Waska is a brand name. Here's their installation pdf: http://www.waska.nb.ca/PDF/inst_cedar_shingle.pdf
Here's the home page for that: http://www.waska.nb.ca/deck_en.htm
If you're using handsplit shakes, breather isn't necessarily a requirement. Unless of course you've been talking to a salesman who puts the fear of having to reshingle in 5 years or something ridiculous. Handsplits are rough enough to allow air to infiltrate underneath, to dry both sides of your shingles. Resawn shingles, however require help. They shouldn't be nailed directly to sheathing, the results would be very noticeable "cupping" probably after the second or third year. One way of allowing the shingle to "breathe" is to use 1x3 firring strips over sheathing spaced at your shingle course reveal. This way you can dry the house in with tar paper, then use the firring strips over top.
Happy shingling! Trimslim

Welcome to BT....I don't think its necessary. All the shakin' I've done never had a problem but if youre a bit paronoid simply use Cedarbreather and be sure to do the proper flashing under the first course. Thats where it really counts to divert any water.
FHB has done many an article of that.
Be well
