   I think he meant there are political discussions going on in there, and then there are people whining because other people don't like the tenor of those "discussions"...

   The political discussions generally are whiny just by themselves. I guess there are two kinds of whining going on, the political "discussions" and the people who want the politicos to move somewhere else.
