24" is code.. so is 19.2... if you are into "value engineering"
I've come across the term "value engineering" only once, and this equated with the GC cutting corners wherever he could.
when i started in the late '60's.. it was the buzzword from the APA..
24" oc.. stacking units , 4' module.. drywall clips..
some things made sense.. some didn't

We're all commercial, institutional etc. with projects from 20 to 500 million. "Value Engineering" usually means getting an inferior product for the same price. The CM provides a budget that is too big and suggests a list of items to cut or scale back. They give a new price based on this that looks good, everybody agrees and signs the papers. Then the CM gets actual pricing (credits) back from the subs...which amount to nothing, occasionally an add because of overlooked scope!

Value engineering to me means that the CM and Buyer estimated the job using their favorite low ball subs (buying the job) and then want me to deliver a mercedes on the volkswagon budget.
I've done quite a few things at that layout. The only problem I've ever had ( other than confusing some of the guys) is that I can't find FG batts that size locally. But since I normally foam or fill instead of batts, that is fine.

Do you want to use 1/2 or 5/8 rock?
We've done 1/2 rock on walls with studs at 24 centers. No real issues.
With ceilings, if our framing is on 24s, we'll strap with RC at 16s and go with 1/2-inch rock.
If you're using 1/2" rock you'll be able to order standard extension jambs on your windows. Adding another 1/8" can cost a fair amount depending on who you are buying from.
It would be really unusual for a wall and you'll confuse people for generations trying to locate studs.
