How do I wire the following: 2 receptacles in line always hot on the top for both with the bottoms controlled by two three way switches. I can bring the power in from anywhere , I’m still mapping it out.

Here's how I'd wire it:
1) Bring power to the first outlet. Break the tabs on the hot side of the outlet.
2) Run 2 conductor cable to the first 3-way switch (you should code the white conductor black, but many people don't do this).
3) Run 3 conductor cable between the 3-way switches.
4) At the first 3-way, connect the hot from the power cable to the common, then connect the other two terminals to red and black of the 3 conductor cable.
5) At the second 3-way, connect red and black to the two terminals, and white to the common wire.
6) Back at the first 3-way, connect the white (coded black) from the 3-conductor to the white (coded black) from the outlet.
7) Back at the outlet, do pigtails to hook up the second outlet in parallel with the first as necessary.
Hope that make sense.
I think I got it. But do I need to run 3 wire to the next outlet to get it to work the same? Both outlets need to go on and off by the same three way.
"I think I got it. But do I need to run 3 wire to the next outlet to get it to work the same? "Yes.Typically the black will be always hot, red the switched hot, and white for the neutral (and of course the ground).
