What will the finised surface be?
Tapered wood sleepers works well. So does untapered sleepers with shims, which you can then use high strength grout to fill in between.

the floor will be made of 2x8 with not sure what type of finish yet.
Ok, are you trying to raise it to a specific height, like to match the house floor level? If it will get rain, besure to leave some way for the water to escape to the outside and not ghet trapped mby the framing.
I would get some straight 2x4 PT wood (good luck), anchor the end that's highest (against the house I suppose), then elevate the other end with shims or blocking until level. Then go along about every 12" and add more shims, and when it's set I would use some anchoring cement to pack under the sleepers for permanent support. Iwould probably remove the wood shims so almost all of the sleeper is supported by cement, not wood. In fact, I might even support the house end on a piece of scrap Trex deck.
I would probably run the sleepers on 12" centers so that the deck was very solid. You could use 5/4 boards that way with no problem.
