Just for discussions sake, is it possible to create a basement under a ranch home on a slab? Anyone have numbers for this kind of project?

Yes, it is possible but it is hard to imagine a situation where it would be worthwhile. You would have to jack up the house, excavate, pour a foundation, frame a floor and set the house on top. Since the house movers usually rely on the floor framing to carry the rest of the house, you would have to frame something to perform this function.
I would guess that the cost would be upwards of $50/sf.
This thread was about adding a basement room under part of a slab on grade house. You might find some useful information in it.
