I just ordered Tu-tuf 4 to use as a vapor barrier in my crawlspace.
I am now looking for an adhesive (or other alternative ways) to seal it to both the ICFs and to other concrete areas. I talked to a technical person at DAP and he was not encouraging – said he knew of nothing which would hold the poly material other than machanical fastening. He suggested a two sided tape made by 3M which might work.
By the way my ICFs are covered with the mold resistant sheetrock. I intended to remove it put the Tu-tuf up the wall a foot and then replace the sheet rock. I assumed that sealing to the drywall would just allow moisture to collect in the sheetrock behind the barrier.
I would appreciate any suggestions on how this might be accomplished.

You could use acoustic sealant followed up with a few plastic disc-top ring shank nails into the webs of your ICFs. These will hold it in position until you get your sheetrock back up. It does stick to both polyethylene sheeting and to polystyrene, but it doesn't set up (it stays sticky) and it needs mechanical fasteners to back it up)

OwensCorning makes a brand called QuietZone. The stuff I've used is PL AcoustiSeal.
