could be both... there are filters and there water separators with the desecant in the bowl.

I think the filters will catch water but the air leaving it is far from dry. They will catch the dirt and debris that's in the system and keep it out of your tool though.
A bowl of desicant after the regulator (filters are ususally before the reg in the air flow to protect the reg) will dry it.
As for the OP most taps off compresor tanks are on the side or top to prevent any loose scale from the interior of the tanks to enter the air line. I personally don't think there's a huge need for the filters on a construciton site set up since it's just the comp, Tees, hoses & guns. Probably needed in a shop setting where there's a lot of permanent plumbing for air distribution but from a compressor connected to a hose to the nail guns not much need.
If you're going to drive any kind of paint sprayer that's a diff story and a filter & dryer should be used.
Here in humid GA I've seen air hoses put out streams that looked like you were connected to a hose bib but these were on old and probably not well thought out systems.

all I have is a water seperator / dryer....
valuble in the winter so that yur tools and lines don't readily ice up...
