I used to get splits across the tips of my thumb and first fingers several times each winter. The only way I could get them to heal was to keep them taped and moist until the crack had knitted. Last winter I happened to ask a clerk at the healthfood store which balm she'd recommend and she suggested that I start taking two fish oil capsules each day and use whatever moisturizer I wanted. The idea here is to increase the skin's elasticity and resistance to drying by giving the body what it needs to do the job from inside. In addition, when I'm working with drywall compound or mortars I put vinegar on my hands at lunch and at the end of the day. Another thing that helps is to put a sunscreen (like Coppertone sport) on each day and make sure the hands get a good covering. As for moisturizer, I really like Lubriderm with the Kelp derivative, it has alot of body and also leaves a non-sticky but thick film.
This approach has made a very substantial difference for me.

Dried and cracked skin...hands or heels...is easily regenerated by soaking in warm water, daily. The longer you soak, the quicker the skin will be renewed. The warmer the water, the more it will increase circulation, speeding regeneration.
Water has a lot of healing power, inside and outside. A man's body is 60% to 65% water. If you weigh 200 lbs, you're 120-130 lbs of water. Pint's a pound so 120 lbs equals 15 gallons of water. Don't let the dipstick get low.
