I moved a 20 by 40′ building and have poured the new foundation. We are adding a new sill plate made out of Western Red Cedar to the top of the foundation, Do we need to put a barrier between the cedar and the concrete, like tar paper?

If you want to do this there is a product specificaly for that purpose: sill seal. It's a closed cell foam that comes in rolls. Comes in 3.5" wide and 5.5" wide, depending on your sill width and is about 1/8" thick. It would be around $20 for your sized project - cheap insurance. It serves 2 purposes: 1) keeps moisture from the masonry foundation from wicking up into your lumber. 2) acts as a draft stop/bug stop.
