Is the style of slab floor in this diagram about state-of-the-art, or have ground-breaking discoveries been made in the last few years? The slab-on-grade with integrated footing
is not an option in this case.
area: Columbia River Gorge usual winter temp lows of about 15ºF.
Any thoughts most welcome.

Yes there have been some adders on the mechanical side,
One has already been mentioned - pex in slab, also pvc sleeved gas pipe to run flex CSST gas piping (less expensive than direct burying rated gas piping.
The biggey, I work with is new direct burial HVAC and Ventilation duct work by AK Duct. Its ICC code tested and listed for direct burial without any additional insulation (the duct is rated equiv to R-5 as is.) The duct is made out of PET which makes it FDA listed, Its, UL181 tested as Mold and Mildew resistant, its approved for use 3' below Flood plain so it can go direct in the slab and has been approved by FEMA for use there as well as in the crawl space at grade for flood plain applications.
