Are the “tabs” on a 3 tab shingle supposed to “stick” down to the roof, or should you be able to lift them up? MAny of mine , epecially on the outsides , will ift up- is that bad in a high wind? should I put a dab of roof cement under them?

Most 3 tabs have the glue on the top of each shingle, right above the reveal. So, the next shingle should adhere to the one below it.

Yes and yes. The wind will can eventually break the tabs off if they'll lift.

Know that if you just installed this, it can take a few days of 70°+ temperatures for them to seal. If they have had that opportunity, then yes, do some dabs of stickum - easiest with caulk gun and warmth.
two main reasons why they don't seal right -
One is when installed in the cold and a dust storm or two has time and opportunity to coat the seal strip with dust to prevent sticking
The other is when the nails are set in the wrong pattern, esp when on a nail over old.
