I’m having to finish a stain office that my boss started. What is the best way to attach the panels to the plywood walls,there is an additional piece of molding that will go on the rail and stiles and lap over onto the panels. The builder wants two nails in the center top and bottom, boss wants more nails around the panel any suggestion would be great thank you

Depends -- what material are the panels made from?
If they are built-up from real wood boards, then the builder's idea is good -- center top, and center bottom. This will allow the swelling and movement that will happen with real wood.
If the panels are plywood, or MDF, then use a machine gun if you want. Put as many nails as you think it needs.
But really, two in the panel, plus a number through the trim and into the stiles/rails, is good.
The panels is maple. They will be finished after we hang them. some of the panels are tall and narrow on top, the bottoms are short and narrow.
The builder is right.If more nails are added to the outer edges, they will prevent normal movement and the wood will likely cup, curl, or split.

I always finish that type of material before installing because the swelling and contracting will not show lines.If you finish them and they shrink you will have lines on the edges. The backside is not exposed to sunlight and the room environment and it is more susceptible to a different moisture content then the front of the panel. The panels should be designed to float and therefore do not pin them down on the edges. If you do then they may crack. I would nail them with one nail in the center of the top and one in the bottom edge.
