ive always installed baseboard after any hard flooring has gone down that way you dont have any gaps at the edges. Make sure the tile is floated properly or you may have to scribe the base to the floor which can be a pain. good luck

Some stone workers and tile setters that I have followed use a form of 1x stock that they tile up to. After they are done they pull up the form and there is a keyway to fit the base into. THe width of the form could be 3/4" or an inch depending on the thickness of the base. THere is no scribing and the base installation goes quick.
I always install baseboard mouldings after the floor goes down. The exception would be a carpeted floor.
