I am working on a basement renovation, water table is very low need suggestions on best ways to keep moisture out, project on Long Island, Ny cutomer does not want HVAC, Block walls. HELP

cant keep moisture out, you have to deal with it. Keep framing off the walls, skip the vapor barrier, and use DRI CORE subfloring to keep the moisture out of your flooring materials.

Moisture lots of it.
Are you sure it's a water table problem? Exterior water controls are the biggest culprit o9f moisture in a basement.
I'd be reluctant to do a basement reno on a basement with moiture problems - high chance of ongoing complaints and call backs.....
Unless thew client is will to pay for boat-tight construction detailing....
Make sure your contract is drawn by a lawyer. I know we need to make $ just cover your ##s

You say that the water level is LOW so that means that moisture coming through the walls is not a problem?
You can't keep moisture "out". It is EVERYWHERE, it is EVERYWHERE (was that a Flip Wilson bit?).
The air is full of moisture. What happens is that the basement is relatively cool and thus the relative humidity increases.
Without either increasing the tempature or removing humidity (dehumidifier) then the only control that you have is to keep the mosit air away from cooler walls and condensing.

Dave, try a product simular to dri core call delta fl. it comes in 5 ft rolls . you roll that down and then place 5/8 t&g subfloor over it. dont use osb or non t&G material. follow delta fl instructions
