My daughter has asked me to build some cabinets for her basement. These units will be sitting directly on the concrete floor. Normally, I use SPF framing lumber for kitchen base cabinet bases, as moisture from the floor is not an issue. However, moisture drawn up through the concrete floor may eventually cause some deterioration. I could instead use pressure treated deck boards for the base cabinet bases, or perhaps just treat SPF framing lumber with a water repellant such as Thompson’s Water Seal. Your recomendations, please. Thanks.

Sit the cabinets on vinyl tiles. You can cut the tiles to the exact dimensions of the cabinets and you won't even see them. Be sure to cover the entire floor under the cabinet as well.
use those adjustable plastic feet you see on so many european cabinets....serves several purposes, not the least of which is not bothered by moistureI wish I didn't know now, what I didn't know then
second plastic cabinet feet. I order from my cabinet guy when i have a job coming up. they make leveling and installing cabinets a dream.
