OK- I’m about ready to start framing exterior walls for my basement shop. I will have 7′ studs, plus my ceiling and floor studs. What’s your advice on 1) insulation and 2) vapor barrier. I want to put in romex 12-2 wire in the walls for 110VAC and plan to cover studs with 3/4 plywood so I can hang shelves, tools, etc. I have oil-base paint currently on the walls, plus a B-Dry basement drainage system to prevent flooding (hopefully). Please advise.

Andy-sorry, you're right. I'm in northern New York state. It's 25F right now.
One more thing I forgot to add... the B-Dry system leaves me with a vinyl curb at the floor level (about 10" high and covering up the sill plate), so this leaves me 1 5/8" out from the outside wall... so even if I place a PT 2X4 next to the vinyl curb, I will be out 1 5/8" from the wall by the time I place my top plate and studs. I also know I have some condensation on the painted walls from the outside wall being colder, especially near the floor.

Never mind, I get it now. I thought you had a walk out and there were some stud walls. Not so - you want to insulate and finish the foundation walls. For my opinion on how to, see The No Mold Finished Basement in FHB 169. You can download it for a few bucks over on the main site. Now, I wrote it, so I'm prejudiced but not paid residuals.
