Does placing a towel holder over an outlet pose a problem code-wise? What I’m thinking is that a potentially wet towel could be over an outlet which might not be such a good deal.

I don't know about code....but it just doesn't make much common sense.
Having a towel holder assumes there will be a towel hung on it....wet or otherwise.
Accessing the outlet behind the towel will be a nuisance.

My wife is probably willing to suffer the inconvienence of the towel being the way. I'm mostly concerned about the safety aspect.
I should mention this would be a hand towel covering the outlet, so not a big deal to move.
Is it GFCI or downstream of one? It should be probably even if not required by code. If the towel is more important than the recpt then your could remove the recpt and put block off plate if concerned. An alternate is to just plug in the two of the childproof covers or use the cover plate that has the sliding covers built-in.
Not an electrician, wait for a second from one here who knows.
ALL receptacles in a bathroom are suppose to GFCI protected. That has been code since the mid 70'sI don't see any problem with this unless it is dripping wet.But closing up the slots with a childproof cover/plugs would not hurt.I think that the real problem would be if some stayed plugged and and the water dripped on it..

Just a extra outlet downstream from the GFI added for a lamp sometime down the road, so I don't even plan on using it for now.
I think I'm going to go ahead with installing the towel hook and maybe getting a couple child proof plugs.

Not seeing a build date is why I said even if not required by code.
I try to avoid that but sometimes the spacing just does not look right. It makes sense to put recpt toward back and leave room in center for towel.
