The Yukon Government tenders lots of contracts for the local contractors, www.gov.yk.ca/tender/invitational/invitation.html. There was a small renovation at the College, I didn’t bid it because I knew everyone would bid it and prices would be low. I was right the renovation went low, next came some window renovations, same thing, I didn’t bid it because at this of time of year low bids would come in. Go figure one bid, rule of thumb bid anyway you never know who will bid what.

The same thing happens here in Alaska. I tell people that if they want something done for cheap then wait till the middle of winter. Feb. and March are the best then guys are real hungry.

Conversely to that rule, when everyone is busy, the rates are high.Some twenty years ago, in Colorado, the state highway dept wanted a flat roof on the plow barn covered with trusses and steel panels. I got an invitation to bid. I was plenty busy becasue it was just before winter when all the DIYs suddenly realize they hadn't yet got around to the roof...And I knew all the other roofers in the north half of the sate were likewise right staight out...But I figured what the hey, if I get the job, I can hire a couple more helpers and get'er done.So I figured the job, doubled the numbers and submitted my bid. I think it was around 27K. I got the job and made a cool fourteen grand profit over and above my own labor.Get this - only one other bid submitted, and it was for about eighty grand.Make this story better - the next year, same time of year ( when end of budget year rolls around, they have to spend the money to re-up for same amt the next annual budget ) they call for bids to do the exact same thing on the exact same building in the next county over. I submitted a similar price but that one went to a local for 19K - the loacl mines there were on temporary layoff, so everyone was hungry

Take a look at 'Custodial services 1259', odd bit of bidding there. I remember years ago, in Ontario, at a tender, for supply of concrete, a slip of paper fell out of one of the bid packages. It was a list of all the prices by the bidders, they had gotten together before bidding and told each company what to bid. In effect fixing the successful bid and price, someone just made a mistake and misplaced the paper work.
I hope these three bids are not a 'fixing' screw up.
