No wonder that country is so damn poor, people just tap into the wiring any damned place they feel the need - how the heck can the electric company bill anybody!

I heard similar from a guy in mfg that worked in India in the early 80's. He said that they'd find or make a transformer then throw two wires (with a rocks tied into the end of each wire) over a live, bare high-voltage wire. . . .
Same thing happens all over this country. In NYC they have power detectives who cruise around and find all of the folks who have tapped into street lights or tunneled into the power tunnels under the streets. It's apparently an epidemic there.
It's the guys with grow-ops we hear about tapping in in illegally here; they do it to avoid being detected by the power company as grow-ops (an average grow-op seems to eat the same amount of power as a small village ! - spin the meter !)

BTW, went on a service call today. Not quite that bad, but.............
I have mentioned this before. I am semi-retired from engineering and most of my construction experience is from DIY and helping friends. But now I am doing some handyman work. A little bit of everything. But not big jobs in occupied homes.
Was in Lowes last week and saw a guy trying to find a 10 amp breaker. the clerk could not help and so I told him that there are no 10 amp brekaers in panels. Gave him my card. Tried to convince him that is was a 15 or 20 amp breaker.
So he gives me a call and I go over there to day.
One circuit was out. Lots of old wiring hook by volt meter from the case to one breaker was measuring about 110 volts. So pulled the clip off the case and that jarred it enough that there where sparks in the panel.
Started looking more and more and while I never saw where the arcing was coming from I did see a "black" wire that was connected to the neutral bus. But at the top the wire white. It has over heated enough melt off the insulation.
Several others wheren't much better.
I realized that he needed a new service and several people working on it to get it done in a reasonable time. So I said thanks, but no thanks.

My panel has a couple of 10 A breakers <G> ... aircraft surplus type.
Code, what code, good enough for FAA, good enough for me........
I know.In fact I have seen some of the standard model case breakers in the catalog that will fit the panel listed as 10 amp. Must have been used in some industrial application.But what he had seen was a 10kA interruping capacity. That was marked on the top of the breaker in white ink.The ampacity of the breaker was molded into the end of the handle and contrasting paint had worn off..
