Hi Arthur.
I am going to take a guess here that this is a typical situation requiring vapor barrior over concrete, 2x4 sleepers(laid on side) screwed into concrete, and insulation in between sleepers, with flooring over that.
The lack of immediate response to your question raised doubt in my mind that I might have the information complete.
