I have seen quite a few decals on the back windows of cars. About the size of a business card, three horizontal stripes: black, blue, black. What is it?

I was wondering about them myself.
the sticker is a symbol of the "thin blue line." it id's cops and their families, etc. to each other so other cops don't stop them.
Right -- it is symbolic of the police force, but, like yellow ribbons for the troops, I don't think it'll stop a traffic ticket. Not from a good cop. Symbolically, it's a black background representing mourning for those lost, overlaid with a blue stripe to represent the police.
