What do you think? I live in N E Ohio, I’m going to vinyl side my house. First I will put up 38” fan fold over the old wood siding, would I need to blow in insulation? The inside wall are plaster, will the walls bow in? Thanks!

Eityher way, a competant instaler shouldn't have a problem.
your question is a bit unclear - Shall I assume that you have no insulation at this time? if so, do the blown in before doing the new siding.
The fan fold isn't much as insulation goes - it is more to protect the vinyl and limit condensatin than to actually insulate anything
kind of like wearing nothing but a nylon windbreaker in midwinter. It helps, but it ain't the real thing

That's right. By using AHSRAE R-values they can add the foils + the 3/8" beadboard to get a little over R5. Nice on paper!!! But in the field if one foil surface touches the sheathing,tyvek etc., it's R of about 1.6 is gone due to conduction (remember, metals conduct heat real good). As the other outer foil surface gets dirty from air moving behind the loose vinyl and there is condensation with dirt in it on this surface it will dirty it and it loses its R value over time so you're left with the 3/8' beadboard- about 1.5 R. Use a full inch at least of a real foam insulation and not this "smoke and mirrors" stuff.
Sidng installers really like the stuff since the don't have to lug big bundles of real insulation around and make more trips back to the supplier. It's only in their favour and not in yours

I never heard this before. Could you explain? I always thought it was install for "insulation", exterior air barrier if installed and taped properly and to provide a somewhat level surface for siding installation.
