I am about to make some upper and lower cabinets in our laundry room and have a question about the face frames. On the upper cabinets in our kitchen, the face frame is standing proud about 3/16″ so there is a lip above the bottom of the cabinet. I have also seen this to be flush on some others. Any reason for this?

I think whoever built your cabinets made a mistake and didn't bother to correct it. The top of lower rail of the FF should be flush with the bottom of the cabinet.
That's what I was thinking also but looking at different cabinets at some of the home supply stores I see some others going with the lip. I guess it is personal preference. Thanks for the reply.
The ones with the lip are for golfers.

The best quality cabinetry usually has face frames that are perfectly flush with the bottom shelf, or set 3/8" below the bottom shelf to act as a door stop as BillH said.
To save time, sometimes you leave the face frame 1/32" or 1/16" proud of the bottom shelf. I don't like it but it's done.
A face frame that's 3/8" proud of the bottom shelf is sloppy IMO but probably fine for a laundry room.
