I need to frame a 18″ cantilever
the existing floor joists are 2 x 8 and Ill be using 8′ lengths for the cantilever.
My question is do I need to bolt the cantilever joists to the exisiting floor joists or can I simply nail them.

Is your cantilever supporting a single floor, or a two-story addition? Will it be supporting a larger roof structure?
If it's single floor only, I think what you're proposing sounds fine. Using 8-footers and an 18" cantilever, you've got a 4.33:1 ratio, and I seem to recall that 3:1 is sufficient.
I'd nail two rows of 16d nails, each row 6" on center. Place one row near the top of the joist, another row near the bottom.
This is just my knee-jerk reaction, of course. Not an engineered solution.
