cellulose insulation installation

During an interior room renovation, I have the opportunity to add some cellulose underneath four windows, areas that were skipped when the rest of the house was insulated a few years back. It is one or two bags worth at most. Currently there is a two inch slit running horizontally under the windows where we ran some new wiring. My question is, can I just shovel the insulation into the slit to fill up the wall cavity, or do I have to go out and rent a blower to insure correct installation?

For an area that size just shove it in and push it down with a stick until it's packed pretty tight. Make sure you get the top corners too. Will do better than a blower that way.
(And wear a dust mask.)
