I’m having problems with preparing an old concrete floor to lay ceramic tile. The floor is old paint, residue from vinyl floor tile, residue from leaking hot water heating system (that contained some anti-rust additive) and an area that appears to be oil-soaker near where oil tank to furnace line once ran.
What’s the bet way to prep this floor for skim coat? Is there any way to prevent the white efflorescence that lifted the vinyl floor tile from doing the same to the ceramic floor?
The plan at the moment is to use Tapcon fasteners to attach a wire mesh to the floor in addition to cleaning with some suggested chemical.

What's the purpose of the tapcons and mesh? Are you planning on using a thickset mortar bed?
Have you tried cleaning with TSP? Might have to move up to muriatic.
If you don't mind using a bunch of tapcons, why not trowel on a thin layer of thinset and then embed a layer of 1/2" hardieboard.

take the cheap - short cut route...
bust out the floor and put ya new one...
then thinset yur new tile floor down...
don't ferget to splashpan the oil tank...
watch over yur shoulder for the EPA and HAZMAT....
