My experience is limited, but I would put a moisture barrier, such as tar paper or plastic flashing, between the 2 x 6's and the block, and use pressure treated, but dry lumber. If you can't purchase the lumber dry, buy it early and let it sit indoors for a while. You don't want to trap moisture behind a new window, and you want the wood to do most of the warping it's going to do before you use it.
Check the window installation instructions. Most of them say to cut the nailing flange off, so you have to measure and frame accordingly.
