Is there any big difference between bleach and borax when it comes to cleaning mildew off of concrete and fir joists? Or a better solution? How much is needed – a light spray over all the affected areas, or a heavy drenching and scrubbing?

The standard is a 10% bleach solution to kill the microbial growth. You can also wash the surfaces down with a detergent solution to remove the growth, then spray with the bleach solution to kill anything that might be left. Drenching should not be necessary, but ventilation can be critical.
Of course, if you do not remedy the water source the mold will eventually return.

I thought borax was more for killing insects and the like, i.e. the boric acid in it.
