I am building a 2500 sq ft building that will be used as a office for a trucking company, what would everybody recommend for a flooring choice? I have thought about VCT tile, Terrazzo tile, Stained concrete, ceramic tile, and Vinyl sheet.
I am in need of something that looks fancy but is not to pricey and will be easy to install and care for.

If the slab is good enough, and you can find a stain that isn't too ugly, I would think staining the concrete is your easiest/cheapest/most durable choice.

Porcelain tile. Get the same color in polished and unpolished finishes, and you can do a nice pattern.
Commercail vct for a budget. like Armstrong 1/8" solid vinyl. Again use different colors and use patterns, either wild or subtle. It won;t last as long as the porcelain, and won;t look as fancy, but it's a whole lot less expensive.

If the slab is still in the truck, how about stamped concrete?
Otherwise stained, as in the magazine article.

i'd go scored & stained concrete...
1. it can look really good for less $$ per SF than anything else...
2. worst case you cover it with something very little lost...
3. nothing you can do will take less time start to finish
I've found my best results with concrete floors comes from a finish on the concrete i normally would reject... the imperfections will add to the finished product... IMHO
if you have no tools or diamond blades or sprayers or anything and have to buy or rent everything you need with supplies I'd still say you can do it for 25cents a sf
