Does anyone have a suggestion for a concrete anchor to hold a bike rack on a concrete ceiling. The racks should hold around 50 pounds or so with lots of downward lateral pressure. I would say a regular weg-it type expanding anchor. Any other suggestions?

A chemical anchor is the strongest, most reliable method for this application. Injected epoxy or glass capsule anchors both work well, and there are also other systems.
Basically, they all involve gluing a threaded (or otherwise deformed) shank into a hole that has been cleaned out well. They resist vibration better than purely mechanical anchors, and do not place destructive stresses on the concrete the way wedge anchors can.

Thanks for the info. Since the anchor will be on the ceiling- any thought on how to keep the epoxy from running out until it dries? I know it dries fast but think it would probably still run out till dry.
The store where you purchase the epoxy should also sell anchor seal plugs for ceiling installation.
Wadded paper towels and some masking tape will work fine.
I use acrylic based epoxies. Sets very fast , get mine at Fastenal.

Thought about this this afternoon.
I hope you know for sure what is in that concrete ceiling and that it isn't prestressed concrete with cables you could drill into.
Drilling through a prestressed cable can spell diaster for the ceiling structure.
