I had to rip the carpet off of my concrete basement floor. Every square inch was glued down. The concrete has a lot of old glue stuck to it, very hard and almost impossible to get down to a smooth surface. To give you an idea, if I put 5 coats of paint on it it would smooth out.
I could spend weeks with a putty knife/grinder/torch etc. to get it off. Is there something I could put on it to smooth it out? Something the consistency between paint and plaster? Would the epoxy paint sold for floors do it in one or two coats?

Can a local tool rental supply house fix you up with some sort of a floor sander to hit it with? Might work if all your glue residue is hardened and not tacky.
Some is a little tacky. I think it would quickly gum up a sander.
Any concrete skimming product is going to need an adequate surface to adhere to. And for that matter, so would paint. The adhesive needs to come off for either. As to the epoxy - if you go that route, you not only need to clean the thing, you need to either shot blast it or sit there and babysit a diluted muriatic acid solution to etch the floor. And if it's ever had any kind of sealant on it, shot blasting is about your only out.
So no, there's nothing that will do what you want. There's a lot of things that would if you got the adhesive off, but then that's kind of what you were looking to avoid. Sorry.
